Saving water is a top priority for city officials and as a result many municipalities have established programs that offer incentives, such as toilet rebate programs, to residential and commercial customers.
But because this approach focuses on toilet replacement rather than toilet improvement, the acceptance rate is low and the results are not sustainable.
